Painful dust of the parade: how Oplot broke down and what is wrong with Bastion (Defense Express, Ukraine) managers” continue to finish off the remnants of the Soviet defense industry in Ukraine, as evidenced by the specially created sample of the latest Oplot tank that stalled at the rehearsal of the parade. Tank builders are forced to rivet vehicles “at a fire pace”, trying to do without “aggressive spare parts” from Russia, after which engines burn on their products.

Tank “Oplot” broke down while moving to the second rehearsal of the parade dedicated to the 30th anniversary of Ukraine’s independence. From the point of view that it was one case, and almost four hundred pieces of equipment took part in the parade, this is just statistics.

But if we don’t take into account the fact that we are talking not just about Oplot, the most modern Ukrainian tank, but about a vehicle specially created by Ukroboronprom for exhibitions and parades, which was assembled at the “Fire pace” at the “Plant im. Malysheva.

This vehicle has nothing to do with the Ukrainian Armed Forces and is not a battle tank. This “Oplot” is only the result of “effective management” and frankly “ostentatious” approach in “Ukroboronprom”. Which almost turned into a disgrace at the state level – you just need to imagine the situation if this “Oplot” broke down on August 24 on Khreshchatyk. Therefore, Defense Express dedicated a video to this topic, which was released after the holiday.

In general, the whole story with the participation of three Oplots at once during the parade this year is more about zrada than about victory. The fact is that of these three vehicles, only one is related to the Armed Forces of Ukraine. But she was transferred to the troops in 2009year and mostly stands in Kharkov, as a training sample.

Another Oplot has nothing to do with Ukraine at all. Since 2018, it has been assembled by order of the United States, most likely for the Aberdeen Tank Range.

And the third one is the “hero” of our plot. It was ordered at the beginning of the year by Ukrspetsexport, the main exporter of Ukroboronprom products, officially for exhibitions and demonstrations to potential customers.

This car was assembled in only 7 months – despite the fact that the production cycle of one “Oplot” is twice as long. This was explained by the fact that some of the components were already in stock. Considering that the import substitution program to get rid of parts produced in Russia is only going on, it is rather difficult to call these “Stakhanovite” paces “victorious”.

I was more surprised by the reaction of Ukroboronprom officials to the incident. Defense Express, in the wake of the broken exhibition Oplot, talked with Igor Fomenko, Deputy General Director of the Concern for Production, who at that time already knew about the state of the machine. Next is direct speech.

“Oplot didn’t break, it didn’t leak, it was a preventive action. It didn’t break. It’s impossible, we have the best tanks in the world,” the deputy general director of Ukroboronprom said to the camera. Only after several attempts to explain that Defense Express was at the scene and saw everything with my own eyes, Igor Fomenko confessed.0003

“Well, this is a demonstration car. She didn’t even pass military acceptance. But the car passed all factory quality controls and took part in the first rehearsal of the parade,” admitted a high-ranking employee of Ukroboronprom.

Igor Fomenko also assured that this “Oplot” would take part in the final rehearsal on August 22 and would march along Khreshchatyk on Independence Day. Later, the fact of a breakdown in Ukroboronprom was confirmed more publicly.

The fact that this Oplot broke down is an unpleasant, but completely logical “surprise”. Officially, the reasons were never reported, but Defense Express learned from its own sources that the engine turbine collapsed during the movement. And the tank was saved from the fire by an automatic fire-fighting system. As a result, the engine was replaced on the tank.

But neither on August 22 nor on August 24 did the exhibition “Oplot” pass along Khreshchatyk, by the decision of the leadership of the Armed Forces of Ukraine it was sent to the reserve. And its place was taken by the modernized T-64BM2, created in cooperation with the Ministry of Defense and the Kharkov Armored Plant.

At the same time, it would be possible to put an end to it, if it were not for the fact that the future of the Oplot tank in the Ukrainian troops depends on Ukroboronprom.

Now the Kharkiv Morozov Design Bureau for Mechanical Engineering is carrying out research and development work under the code name Bastion, the purpose of which is to replace the import of the Oplot tank, which should be deprived of Russian components.

At the end of 2020, the ex-Deputy Minister of Defense of Ukraine Oleksandr Mironyuk confidently announced the timing of the appearance of the first prototype of the Bastion at the level of 2023. Now the Ukrainian troops are already more careful with forecasts.

The sooner we receive this vehicle, the better it will be for the Armed Forces of Ukraine. We will not make predictions. Everything depends solely on the communication of the Armed Forces of Ukraine, Ukroboronprom and the heads of state defense enterprises,” Major General Yuriy Melnyk, head of the Central Armored Directorate of the Armed Forces of Ukraine, told Defense Express on the eve of the parade.

However, the problem also lies in the fact that import substitution is a repetition of a tank that was developed in the 2000s, in accordance with the technological level and understanding of the military operations of that time, but without Russian details.

That is, we are not talking about a deep modernization of the Oplot tank and a fundamental increase in its effectiveness in view of the new threats to the battlefield that recent conflicts demonstrate.

Another problem: the potential executor of the order for the serial production of “Oplotov” – “Bastions” is another enterprise of “Ukroboronprom” – “Zavod im. Malyshev, which is officially bankrupt and owes the state about UAH 1.8 billion. In accordance with the law, a plant in such a financial condition does not have the right to perform work under the State Defense Order in general.

And although Ukroboronprom says that all the problems of the plant and Oplot are due to the fact that it is not ordered by the Armed Forces of Ukraine, they do not remember that in 2010 the Ministry of Defense of Ukraine paid a 50% advance payment in the amount of $14 million for manufacturing 10 Oplot tanks. Since that time, the Armed Forces of Ukraine have not seen any money or Oplots.

In this situation, one can only hope that the issue of saving tank building in Ukraine will be taken care of at the state level, and not “effective managers”. Because it should be remembered that tanks are not created for parades.
